North West : Pioneer Regional Governor in the Chair

MINATD prescribes vigilance, disenclavement of remote areas of the region.The clocks stroke 11.20 a.m. on February 16, 2010 when Abakar Ahamat took command as the pioneer Regional Governor of the North West Region . The Minister of State, Minister of Territorial Administration and Decentralization, Marafa Hamidou Yaya commissioned Abakar Ahamat at the Bamenda Commercial Avenue with instructions to tackle concerns of disenclavement of remote areas, maintain existing road infrastructure and the provision of pipe borne water, electricity

and promote education in the region.Taking command in an era characterized by the effective transfer of powers and resources to Councils, Sub divisional and City Councils, the Minister of state challenged Governor Abakar Ahamat to assist Council executives and propose sanctions against mayors and council executives involved in mismanagement and misappropriation of public funds. The North West is mainly about agriculture, handicraft and animal husbandry and the Minister of State urged Abakar Ahamat to support rural actors as they prepare towards the agro- pastoral show scheduled for Ebolowa in 2010. Among his missions, the Governor is also required to assist the Bamenda City Council in checking urban disorder and seeking solutions to existing boundary disputes which often end in massive destructions of property and bloody confrontations. In all, the Governor was advised to be watchful on the promotion and protection of individual and collective rights and liberties in the atmosphere of tolerance, safety, peace and tranquillity. ??Be vigilant even when everything appears to be alright,?? the Minister told Governor Abakar Ahamat.The event was also about the definition of roles following decrees No. 2008/376, No. 2008/377 and Law No. 96/06 of 18th January 1992, organizing the Republic, defining powers of heads of administrative units, organization and functions of their services and modification of the appellation ??province to region?? in order to tie the designation of administrative units to that of the corresponding Divisional institutions to the new dispensation of decentralization. The Minister of State also explained that such decrees ensure efficient work of supervision, control, and coordination of devolved State services. The new institutional provisions, according to the Minister of State, will be accompanied by qualitative and quantitative reinforcement of personnel and a deliberate effort to upgrade Divisional infrastructure.Governor Abakar Ahamat was cheered as a devoted, dynamic and experienced field worker while the Government Delegate to the Bamenda City, Ndumu Vincent Nji appealed for Capacity building to improve on the weak human resource base of Councils and accompanying financial measures to local authorities plus a clear salary scheme for Mayors and their Deputies to check administrative excesses, inertia and corruption.
