Governance : Council Examines Problems Plaguing Public Service

First plenary session of the Higher Council of the Public Service held in Yaounde yesterday. The Prime Minister, Head of Government, Philemon Yang yesterday, January 26 presided at the first plenary session of the Higher Council of the Public Service during which members discussed at length the problems rocking Cameroon??s Public Service. The Higher Council of the Public Service is a consultative body that brings together representatives of the administration and civil servants to discuss the problems of the public service and forward their proposals to competent authorities

in charge of management in the public service. The first ordinary session of the Council at the Prime Minister??s Office was attended by some members of government, representatives of the administration and those of the civil servants. ??The members of the council discussed at length and in detail all the problems affecting the Public Service??, the Minister of Public Service and Administrative Reform, Emmanuel Bonde said in an interview after the council session that took place behind close doors. He added that the main focus was on the judicial situation of civil servants. Mr Bonde said the major problems affecting Cameroon??s Public Service concern recruitment, health and payment of personnel. Both representatives of the administration and civil servants expressed their points of view and, ?? we all agreed that something needs to be done to enable civil servants feel at ease??, Emmanuel Bonde specified. For the objective to be attained, the Prime Minister gave a general orientation instructing the administration and personnel to work in harmony to ensure a better public service that adequately addresses the problems of all. The Prime Minister in a decree on November 23, 2009 spelt out the organisation and functioning of the Higher Council of the Public Service. The Council among others issues, examines draft texts concerning the situation of civil servants, draft texts on the modification of the general status of the Public Service, special status as well as all general issues relating to the Public Service. The effective take off of the Higher Council of the Public Service is within the framework of the National Programme on Governance. The Council has been created in respect of the Head of State??s instructions that particular attention be paid to the preoccupations of public servants in order to give practical solutions to ensure greater efficiency in the public administration.
